A study of future transport needs in Stevenage new town led to the conclusion that the public interest would be best served by an enhanced, fast, modern and convenient bus service, which would avoid the need for elevated roadworks. The motorist's apparent preference for using his car is not a fully reasoned choice: he does not realise the cost to the community or to himself.
