Determining a Global Sum for the Taxation of Road Users

Government estimates of public road costs and of revenue from road users are compiled on different bases. The author suggests a two-part tariff: a vehicle excise duty for raising revenue, and a fuel tax related to public road costs to make road users aware of their responsibility.
